The Comorbidity Investigation places high demands on municipalities and regions to create common structures for addiction care, psychiatry, and social support. In Jämtland Härjedalen, the investigators were tasked with mapping the current situation, identifying gaps, and formulating development proposals ahead of future implementation. The work needed to include many actors over a large geographical area and be based on the experiences of professionals and users. The process was therefore built up in several steps: mapping, gap analysis, interviews, three targeted workshops, and a concluding county-wide workshop: Dependency Day.
Jämtland Härjedalen - Large-Scale Co-creation: How Municipalities and the Region Conducted the Comorbidity Investigation
To prepare the county for the Comorbidity Investigation's reform proposals, Jämtland Härjedalen conducted an extensive participation process with Vocean as the platform. Thousands of ideas were collected from professionals, managers, users, and politicians and transformed into an anchored final report within a short timeframe.

The Solution: A Comprehensive Co-creation Process with Vocean
The work was built up in several phases, where Vocean was used as a digital platform for data collection, analysis, co-creation, and prioritization:
- Digital mapping across multiple parts of the entire county
- Gap analysis based on the mapping, statistics, and reference interviews
- Three workshops with governance/management, municipalities, and region–municipality
- Dependency Day with almost 300 participants and over 1,000 submitted proposals
- Vocean's AI was used to summarize, prioritize, and create reports in real-time
Results and Impact
The process concluded with a county-wide workshop day, Dependency Day. Almost 300 people participated; politicians, managers, employees, and collaboration partners. During Dependency Day, 1,077 proposals were collected, and over 400 prioritization votes were cast in real-time as participants saw their ideas highlighted on screen.
Over 2,000 ideas were generated throughout the entire process
The final report was completed within the timeframe, something that could otherwise have taken much longer
Exceptional engagement from employees, managers, and politicians, confirmed in both workshops and the final report
High participation and legitimacy: participants could directly see how their contributions affected the result
The process provided clearly prioritized development areas that now form the basis for the county's continued work
